GENERAL DESCRIPTION

This is a highly responsible administrative position directing the operations of the various departments of City government, except the offices of the City Clerk and the City Attorney.  The City Manager serves as the chief administrative officer for the City, responsible for the enforcement and administration of the provisions of the Charter and of the laws and ordinances governing the City within the boundaries of general policy established by the City Council. Duties are performed with wide latitude of action in planning and directing City functions so as to establish and maintain effective management of the administrative affairs of the City.  This position is appointed by and serves at the pleasure of the City Council.



Requirements

ESSENTIAL JOB FUNCTIONS 

  • Implementation of instruction and direction of the City Council.
  • Plan, direct, coordinate and exercise general supervision within all departmental activities in the organization to ensure the future welfare of the City.  
  • With recommendations from department heads, appoint, suspend, demote or dismiss any City employee under his/her jurisdiction in accordance with law and personnel rules of the City of Bushnell, except those appointed by the Council.
  • Recommends to Council the hiring or dismissal of any department head or manager.
  • Reviews all departmental programs and provides general leadership and direction, except as otherwise provided by the Charter or Law.
  • Prepares City Council agenda. Attends all meetings of the City Council.
  • Reports to and advises the City Council and individual Councilmen/women on City concerns.
  • Assure that all laws, provisions of the Charter, and acts of the Council subject to enforcement by him or by officers subject to his/her direction or supervision are faithfully executed. 
  • Prepare and submit the annual budget, budget message and capital program to the Council, together with such other reports concerning City operations as the Council may require, and administer the adopted budget, including certification of the budget, review of work programs and allotments, and make requests for appropriation transfers. 
  • Prepare and administer salary compensation in a fair and ethical manner.
  • The City Manager shall also perform all functions as purchasing agent or appoint such agent within the guidelines of the City of Bushnell Procurement Policy. 
  • Submit complete reports on the finances and administrative activities of the City and keep the Council fully advised of the financial condition and future needs of the City and make such recommendations to the Council concerning the affairs of the City as he/she deems appropriate. 
  • Negotiate and execute contracts on behalf of the City, unless the Council or Charter provide otherwise.
  • Holds staff meetings and departmental conferences to consider and determine policy issues.
  • Advises and provides general leadership to civic organizations dealing with specific problems affecting the City's welfare.
  • Addresses business and other citizen groups on City needs and problems.
  • Performs such other duties as are specified in the Charter or as may be required by the Council.  The City Council shall have the power to review any action of the City Manager and may direct the City Manager in any of his/her actions.

  • Ability to perceive others’ reactions and understand why they react as they do and retain professional decorum.
  • Knowledge of financial resources to determine how funding is spent and accounted for to get work done.

EDUCATION AND EXPERIENCE 

Bachelor's degree in public administration, business administration, organizational management, or other directly related field from a regionally accredited college or university and five (5) years of executive experience as a City Manager, Assistant City Manager, other equivalent governmental executive experience. Specialization in municipal government, management, finance or business administration with administrative experience in the planning, coordination and financing of various activities in municipal government preferred.  

Preferred education and experience, a Master's degree in public administration from a regionally accredited college or university; and either ten (10) years of experience as a City Manager, Assistant City Manager, or other equivalent governmental executive experience, or five (5) years of local government service and five (5) years proven senior level experience in business environment. Experience in Florida is required. Equivalent combinations of education and experience from which comparable knowledge, skills and abilities can be acquired may be considered on a case-by-case basis.

REQUIREMENTS 

  • Valid Florida Driver's License.
  • Must be bondable.
  • Must be willing to live within the greater Bushnell area as defined by the ISBA (Interlocal Service Boundary Agreement). 

ESSENTIAL PHYSICAL SKILLS  

  • Acceptable eyesight (with or without correction).
  • Acceptable hearing (with or without correction).
  • Ability to communicate both orally and in writing.
  • Ability to sit at a desk and view a display screen for extended periods of time.
  • Ability to work outdoors in inclement weather. 

ENVIRONMENTAL CONDITIONS

Works inside in an office environment and outdoors inspecting city properties.
